Alien Registration

A foreign national staying in Japan 90 days or over is required to apply for his or her registration at the municipal office of the city, ward, town or village, in which he or she is living. When the registration has been carried out, a Certificate of Alien Registration will be issued, and all foreign nationals of 16 years of age or over are required to carry the registration certificate with them at all times. The Certificate of Alien Registration will certify matters relevant to residence and status of the foreign resident. As a rule, the procedure of application shall be made by a foreign national by appearing in person at the Citizens Division of municipal office. However, if the foreign national is under the age of 16 years, a relative living with the foreign national concerned is required to make the application on behalf of such person.

A foreign national under the age of 16 years is not required to submit the photograph.)

When name, the date of birth, sex, and nationality are changed or corrected. ---
Application of reissuance When the registration certificate is lost or stolen Within 14 days from the day the fact is known. Passport, and 2 copies of photograph(4.5 centimeters long ×3.5 centimeters wide. A foreign national under the age of 16 years is not required to submit the photograph.)

*Notification of moving out is not required.
When any change takes place other than the place of residence. Apply for registration of change within 14 days if any change has taken place in "Name", "Nationality", "Status of residence", "Period of stay", "Occupation" and "Office", and apply for registration of change immediately relating to other matters to be changed except the above. Alien registration certificate and document to prove any change in registration.
*As change in name and nationality is applied to the exchange issuance, apply for the exchange issuance at the same time.

Certificate of description in the duplicate copy of Alien Registration

Certificate of description in the duplicate copy of Alien Registration certifies the authenticity of registration items of the foreign registrant. Apply for the certificate at the information desk of the citizens division or each administrative center in person or through application by any relative living with the foreign national concerned. If a deputy applies for the certificate, letter of attorney from the applicant concerned is required.

Return of Certificate for Alien Registration

In the event of any of the following events, return the Certificate of Alien Registration.

  • If a registrant departs from Japan without receiving the reentry permit, return the registration certificate to an Immigration Inspector at the airport or the port.
  • If a registrant has acquired Japanese nationality, return the registration certificate to the information desk of the citizens division within 14 days of his or her acquisition of Japanese Nationality.
  • If a registrant has died, the deputy is required to return the registration certificate to the information desk of municipality where the registrant was residing or dead within 14 days of his or her death.
